Mr. Vilas Pundalik Thali, the former Additional Advocate General of the state of Goa has an illustrious legal career of more than 30 years. Known for his expertise in Election laws he has fought several important matters including all the matters of disqualification of MLAs under the Xth Schedule of the Constitution of India, which were filed in the High Court of Bombay at Panaji, several Election Petitions filed in the Bombay High Court Panaji Bench under the Representation of People Act and the matter of dissolution of the Goa Legislative Assembly.
He began his legal career in 1986 when he joined the Chamber of Senior advocate, Shri M. S. Usgaonkar, who is the Former Additional Solicitor General of India and Former Advocate General of Goa. He has since practiced mainly in the Hon’ble High Court of Bombay at Panaji, Goa as well as District and Civil Courts. As the Addl. Advocate General, he also represented the Government of Goa before the Hon’ble Supreme Court of India. He also served as the Government Pleader on the Administrative Tribunal, Goa and the Government Advocate in the High Court of Bombay at Panaji Goa. He was also appointed as the Senior Central Government Standing Counsel in the Bombay High Court, at Goa, for conducting the Central Government cases. Further, he has represented the North Goa Planning and Development Authority, Panaji Goa and South Goa Planning and Development Authority as their advocate to deal with all the legal matters in all the Courts including the Bombay High Court. Besides this, he was also appointed by the Government of Goa as a Special Public Prosecutor to conduct prosecution in many of the criminal matters involving Ministers & MLAs viz. matters pertaining to Bank Scam, Cricket Scam and Electricity Scam.
He generally practices on both the Civil as well as Criminal side, but more particularly, in Constitutional Law, Service Law, Property Matters, Land Acquisition Cases, Taxation, Accident Cases, and Election Laws. He also has a flair for teaching and taught the CrPC and Evidence Act at V. M. Salgaocar college of law for 7 years.
